Gov. Cox said he agreed with the "underlying intent" of the bill to make classrooms politically neutral but thought it went too far in regulating local governments.

The Utah State Legislature has passed a bill that prohibits the display of Pride flags in government buildings, including schools, aiming to maintain "neutrality" in public spaces. This legislation, which was passed along party lines, defines a "controversial issue" as any topic likely to provoke strong disagreement or offense, thereby banning symbols like Pride flags that could be seen as taking sides on such issues. Critics argue that this ban targets the visibility of the LGBTQ+ community, potentially making schools less safe for queer students by removing symbols of acceptance and support. The bill now awaits the decision of Governor Spencer Cox, who has not yet indicated whether he will sign it into law.
