  DESPITE the series of storms that battered the country, most government agencies still ramped up their budget spending, with the utilization rate up from a year earlier. According to the 2024 report on the utilization of Notices Cash Allocation (NCA),

This uptick in spending was attributed to the catch-up plans of various agencies, particularly in infrastructure projects, which saw a significant rise in disbursements. The Department of Public Works and Highways (DPWH) was highlighted for its substantial contribution to this increase, with its spending jumping by 40.7% to P108.5 billion. Additionally, the Department of Social Welfare and Development (DSWD) also played a role with a 22.6% increase in its disbursements. This surge in spending reflects the government's efforts to accelerate project implementation and meet fiscal targets.
