He notably worked across party lines, co-authoring a book with former Republican Senate Majority Leader Dale Schultz titled "Divided We Stand: The Fight Over Partisan Gerrymandering and the Future of Democracy." Cullen's commitment to civil rights was highlighted by his involvement in the passage of the Wisconsin Fair Housing Act in 1977. His death was announced by his family, and he is remembered for his dedication to public service and his efforts to bridge political divides.
