The core principle of this new approach is to delve deeper into the functional abilities of the claimant. Instead of simply diagnosing a condition, assessors will focus on observing and documenting how that condition demonstrably affects the claimant's ability to perform essential daily living and mobility tasks. This includes a detailed examination of abilities related to preparing food, washing and bathing, dressing, communicating, reading, managing finances, and moving around safely.

What Does the Functional Assessment Entail?

The functional assessment isn't a fundamentally new type of assessment, but rather a refinement of the existing process. It places greater emphasis on observable evidence and detailed questioning about the specific challenges a claimant faces. Assessors will be trained to prioritize understanding how a claimant performs tasks, not just whether they can perform them at all. For example, they will explore if a claimant requires assistance with tasks, how long a task takes them, and the level of pain or fatigue experienced during and after. The DWP has indicated that assessors will be encouraged to adopt a more person-centered approach, actively listening to and understanding the claimant's unique experiences.

Who is Affected and When?

The rollout of the functional assessment began on April 1st, 2024, as a phased implementation. This means the impact won't be felt uniformly across all claimants immediately. The primary groups affected are:

• New Claimants: Anyone submitting a new PIP claim after the implementation date will be assessed under the new functional framework.
• Existing Claimants with Changed Circumstances: If an existing claimant reports a change in their health condition or circumstances, their case will be reviewed under the new assessment process.

Crucially, the DWP has clarified that existing claimants who have not experienced a change in their circumstances will not be automatically reassessed. This is to avoid unnecessary disruption and administrative burden. However, it's important to remember that all PIP claims are subject to periodic review, and the functional assessment could be applied at that point.

Financial Implications: Understanding PIP Rates

PIP is designed to help cover the extra costs associated with living with a long-term health condition or disability. The benefit is not means-tested, meaning it's available regardless of income or savings. The amount of PIP awarded depends on the level of support needed in two main areas: daily living and mobility. There are two rates for each, standard and enhanced.

• Daily Living Component: The standard rate is currently GBP69.80 per week, while the enhanced rate is GBP164.90.
• Mobility Component: The standard rate is GBP28.70 per week, and the enhanced rate is GBP75.75.

This means the maximum weekly payment a claimant can receive is GBP288 (enhanced rates for both components). The functional assessment aims to ensure that individuals receive the appropriate rate based on their actual needs, maximizing support for those most affected by their conditions.

Speaking on the implementation, a DWP spokesperson reiterated the department's commitment to fairness and accuracy.
