The Legacy Act, officially known as the Northern Ireland Troubles (Legacy and Reconciliation) Act, was passed by the UK Parliament in September 2023. This legislation aims to address the legacy of the Troubles, a period of conflict in Northern Ireland from the late 1960s to 1998. The Act introduces several key measures: it establishes the Independent Commission for Reconciliation and Information Recovery (ICRIR) to review deaths from the conflict, offers conditional immunity from prosecution for those who cooperate fully with the ICRIR, and halts future civil cases and inquests related to Troubles incidents. Critics, including victims' groups and political parties in Northern Ireland, argue that the Act prevents justice by potentially allowing perpetrators to escape accountability, and it has faced legal challenges for allegedly breaching human rights obligations. The Act has been a point of contention, with the Irish government considering legal action against it at the European Court of Human Rights, highlighting ongoing tensions regarding how best to deal with the legacy of the conflict.
