Canada's Child Protection Report Calls for Youth-Led Approach to Online Safety

OTTAWA - A groundbreaking report released today by the Canadian Centre for Child Protection (CCCP) is calling for a radical shift in Canada's approach to combating online exploitation of youth. The report, titled Empowering Tomorrow's Protectors, argues that current strategies are failing due to a lack of meaningful youth involvement and proposes a new model centred around youth leadership and co-creation.
The report's findings, released on Thursday, March 26th, 2026, come at a critical juncture. While decades have been spent developing preventative measures and intervention protocols, the incidence of online exploitation - encompassing everything from cyberbullying and sextortion to online grooming and the distribution of child sexual abuse material - continues to rise. CCCP CEO Bronwyn Drainie stated bluntly, "We've been trying to protect kids online for a long time, but it's not working. We've largely been speaking at young people, not with them."
The core argument of Empowering Tomorrow's Protectors is that young people are not simply the targets of online exploitation; they are crucial stakeholders with unique insights into the digital landscape. Their experiences, perspectives, and understanding of online culture are invaluable in developing effective strategies to prevent exploitation and support victims. The report details how top-down campaigns, often designed by adults unfamiliar with current trends and online behaviours, frequently miss the mark, failing to resonate with the very population they are intended to protect.
The report advocates for a move away from traditional public service announcements and awareness campaigns, and towards youth-led initiatives. This includes establishing youth advisory boards at the national and regional levels, funding youth-driven projects focused on online safety, and integrating youth voices into the development of all related policies and programs. The emphasis is on fostering a sense of trust and creating safe spaces where young people feel comfortable sharing their experiences and contributing to solutions.
Beyond simply including youth in the conversation, the report stresses the importance of digital literacy education - not just for young people, but for parents, educators, and policymakers. The digital world is evolving at an unprecedented pace, with new platforms, technologies, and risks emerging constantly. "The landscape of child exploitation is constantly changing," Drainie explained. "We need to be agile and responsive in our efforts to protect young people. That requires equipping everyone with the knowledge and skills to navigate the online world safely and responsibly." This includes critical thinking skills to identify misinformation and manipulative tactics, understanding of online privacy settings, and awareness of the signs of exploitation and grooming.
Empowering Tomorrow's Protectors also highlights systemic shortcomings in current support services for victims of online exploitation. The report calls for increased funding for trauma-informed care, improved access to mental health resources, and better coordination between law enforcement, tech companies, and non-profit organizations. Specifically, it recommends establishing a national hotline staffed by trained professionals who can provide immediate support to victims and their families. The report also pushes for greater accountability from social media platforms and online service providers, urging them to take proactive steps to identify and remove exploitative content and to cooperate fully with law enforcement investigations.
The CCCP has been sharing the report's findings with key government officials, Members of Parliament, Senators, and community leaders across the country. Drainie expressed optimism that the report will serve as a catalyst for change. "Kids want to be heard," she said. "They want to be part of the solution. We need to create a world where kids feel comfortable coming forward, knowing that their voices will be valued and their experiences will inform our collective efforts."
The implications of the report extend beyond Canada's borders. As online exploitation is a global issue, the principles of youth engagement and co-creation outlined in Empowering Tomorrow's Protectors could be adopted by other countries seeking to strengthen their own efforts to protect children online. The challenge now lies in translating the report's recommendations into concrete actions and ensuring that young people are truly empowered to shape the future of online safety.
