In the video from PBS, former California Governor Gray Davis discusses the circumstances surrounding his recall in 2003, which he attributes to the energy crisis caused by market manipulation by Enron and other energy companies. Davis explains that the energy companies artificially created shortages, leading to rolling blackouts and skyrocketing electricity prices, which severely damaged his public image and political standing. He also mentions that despite the challenges, he managed to pass a budget on time and without tax increases, but the negative perception due to the energy crisis ultimately led to his recall and the election of Arnold Schwarzenegger as his successor.
