She emphasized Labour's intention to tackle the issue by focusing on criminal gangs facilitating illegal immigration, improving border security, and negotiating new returns agreements with Europe. Cooper also mentioned that Labour would not set arbitrary targets for migration but would aim for a system that works in the national interest, balancing economic needs with community concerns.
