Cedar Rapids, Iowa - February 15th, 2026 - The Cedar Rapids City Council signaled a strong commitment to addressing the city's growing housing needs Monday night, unanimously approving incentives totaling $4.3 million for three significant multifamily housing projects. These developments, representing a combined investment of $104.6 million, are projected to deliver 323 new apartment units to the Cedar Rapids market.

The approved projects aim to alleviate the ongoing pressures from a constrained housing supply, a challenge faced by many Midwestern cities experiencing population growth and economic expansion. The incentive package, comprising tax increment financing (TIF), property tax abatements, and tax-sharing agreements, is designed to encourage private sector investment in much-needed housing infrastructure.

Project Breakdown:

The three projects represent a diverse approach to meeting housing demand across different areas of the city:

  • The Hawkeye Lofts (400 First St. SW): Spearheaded by Hubbell Cos., this $39.9 million project will introduce 148 new apartments to the downtown area. The Lofts are positioned to capitalize on the revitalization efforts underway in the city center, offering residents convenient access to employment, entertainment, and cultural amenities. This project's location is strategic, aiming to boost density in a core urban environment and potentially encourage further development in the surrounding blocks.
  • The Bridge at Kingston Landing (4080 Kingston Blvd. NE): Developed by Cedar Rapids Development Corp., this $36.5 million project will add 97 apartments to the northeast corridor of the city. This development reflects a broader trend of outward expansion, catering to residents seeking more spacious living options and proximity to suburban amenities. The Kingston Landing project is currently slated for completion in 2025, making it the earliest of the three to come online.
  • The Landing at Collins Road (4289 Collins Road NE): DeWit Development is undertaking this $28.2 million project, which will deliver 78 apartments. Similar to The Bridge at Kingston Landing, The Landing at Collins Road is located in the northeast, targeting a segment of the population drawn to newer developments and accessible infrastructure. This project aims to address the need for modern rental housing options in a rapidly growing part of the city.

Council Support and Economic Impact

During Monday's council meeting, Councilmember Stephanie Dixon emphasized the critical need for increased housing availability within the community. "These projects will continue to address the need for housing within our community," she stated, highlighting the direct impact these developments will have on local residents.

Councilmember David Loebsack echoed this sentiment, stressing the positive economic ripple effects of the projects. "These projects are a step in the right direction to addressing our housing needs and also stimulating economic growth," he explained. The construction phase alone will generate numerous jobs, and the completed projects will contribute to increased property tax revenue and local spending.
