  • Activists yelled from the Iowa Senate Gallery on Friday after lawmakers declined to debate legislation that would address eminent domain and carbon capture pipelines

On March 24, 2023, the Iowa Senate concluded its week without debating a bill aimed at restricting the use of eminent domain for carbon capture pipelines, prompting activists to shout "shame" from the gallery. The proposed legislation, Senate File 355, sought to require that 90% of the land needed for such pipelines be secured voluntarily before eminent domain could be used. Despite the bill passing a subcommittee and being recommended for passage by the Senate Judiciary Committee, it did not reach the Senate floor for debate. This inaction led to frustration among landowners and activists, who fear the potential use of eminent domain by companies like Summit Carbon Solutions and Navigator CO2 Ventures for their proposed pipelines. The session ended with Senate Majority Leader Jack Whitver adjourning the Senate until the following Monday, leaving the issue unresolved.
