The introduction comes after Gov. Gretchen Whitmer, who famously campaigned on "fixing the damn roads" on the campaign trail, in her 2025 State of the State address called for returning to the negotiating table on a bipartisan road funding plan.

The Michigan House GOP has introduced a $314 billion road funding plan without raising taxes, aiming to address the state's infrastructure needs. The plan, detailed in House Bill 5875, proposes to redirect existing revenue streams, including a portion of the state's sales tax, to fund road repairs and construction. Key elements include using 1% of the state's 6% sales tax, which would generate approximately $700 million annually for roads, and reallocating funds from the general fund. The proposal also involves shifting some transportation-related sales taxes from the general fund to the transportation fund. This initiative comes as a response to Governor Gretchen Whitmer's previous calls for increased road funding, but without the proposed tax increases. The plan has sparked debate, with supporters arguing it provides necessary funds without burdening taxpayers further, while critics question the sustainability and potential impact on other state services.
