The report highlights that despite export controls, these countries are still obtaining high-end semiconductors through various means, including smuggling and third-party intermediaries. It points out that the U.S. has not effectively coordinated with allies, leading to loopholes in the export control regime. The study suggests that the U.S. needs to enhance its enforcement mechanisms, improve international cooperation, and possibly expand the scope of controls to include more types of technology to prevent adversaries from gaining military and economic advantages. The report also calls for a more strategic approach to ensure that these controls do not inadvertently harm U.S. companies or global supply chains.
